EU Declaration of Conformity for Laptops and Tablets: requirements and checklist

Laptops and tablets are radio equipment (Wi-Fi, Bluetooth, often LTE) and among the most regulated consumer electronics in the EU: USB-C charging applies to tablets since 28 December 2024 and to laptops since 28 April 2026, tablets have their own ecodesign rules and an energy label since 20 June 2025, and every connected device must meet the RED cybersecurity requirements.
This page covers notebooks and slate tablets for consumer and business use.
Checklist: what your laptop / tablet declaration must contain
- Model exactly as on the device, with each configuration (Wi-Fi only, LTE/5G) covered
- Name and postal address of the manufacturer (and of the authorised representative, if appointed)
- The statement that the declaration is issued under the sole responsibility of the manufacturer
- Radio Equipment Directive 2014/53/EU, including Delegated Regulation (EU) 2022/30
- RoHS Directive 2011/65/EU
- Ecodesign: Directive 2009/125/EC with Regulation (EU) No 617/2013 (computers) or Regulation (EU) 2023/1670 (slate tablets)
- The harmonised standards for radio, EMC, safety, SAR and cybersecurity, with versions
- Place and date of issue, name and function of the signatory, and the signature

Typical harmonised standards
A harmonised standard gives presumption of conformity only in the version cited in the Official Journal of the EU. Always check the current list for each directive before you issue or update a declaration (European Commission: harmonised standards); the versions below are the ones commonly used at the time of writing, and the right selection depends on your product.
Radio and EMC
Versions shown are cited under RED in Implementing Decision (EU) 2022/2191 as amended; for EN 301 489-1 and EN 301 908-1 use the version listed in the Official Journal.

Common mistakes in laptop / tablet declarations
Tablet declared without the ecodesign regulation
Since 20 June 2025 slate tablets fall under Regulation (EU) 2023/1670, which carries CE-marking obligations. Missing it, or the EPREL registration and energy label under 2023/1669, is a serious gap.
Laptop without USB-C charging after 28 April 2026
Laptops placed on the market from 28 April 2026 that charge by cable must accept USB-C with USB Power Delivery. A barrel-jack-only design no longer complies.
Charger bundled without the unbundled option
Customers must be able to buy the device without a charger, and the packaging must show the pictogram.
Cybersecurity documented only as "standard OS security"
The delegated act requires an assessment of the specific device and its software against the essential requirements, typically with the EN 18031 series.
Radio module certificates instead of product testing
Pre-certified modules help, but the complete device, with its antennas and co-located radios, needs radio, EMC and SAR evidence.
What you need besides the declaration
- Technical documentation
- Radio, EMC, safety and SAR reports, the cybersecurity assessment, ecodesign test data and, for tablets, the repairability and durability documentation, plus RoHS documentation. Keep it for 10 years.
- Charging information
- Power requirements of compatible chargers and USB Power Delivery support, on the packaging label and in the documentation.
- External power supply
- A supplied charger must meet the ecodesign regulation for external power supplies (Regulation (EU) 2019/1782, replaced by 2025/2052 from 14 December 2028).
- Economic operator in the EU
- An importer, authorised representative or responsible person established in the EU (Article 4 of Regulation (EU) 2019/1020).
