EU Declaration of Conformity for Monitors and TVs: requirements and checklist
By Ing. Jaroslav Křepelka, Owner, DoC solutions s.r.o. · Updated 29 October 2026
In short: A mains-powered monitor or TV is declared under the Low Voltage Directive 2014/35/EU, the EMC Directive 2014/30/EU, the RoHS Directive 2011/65/EU and the ecodesign Regulation (EU) 2019/2021 for electronic displays; smart TVs and monitors with Wi-Fi use the Radio Equipment Directive instead of LVD and EMC. Displays also need the energy label under Delegated Regulation (EU) 2019/2013 and an EPREL registration, which are not cited in the declaration.
Monitors and TVs carry more EU obligations than most consumer electronics: besides safety and EMC, electronic displays have their own ecodesign regulation with energy, standby and material-efficiency requirements, and an energy label that has to appear in every online listing.
This page covers computer monitors, televisions, portable USB-C monitors and gaming monitors. Displays of 100 cm² or less, projectors, medical and industrial displays are outside the display ecodesign regulation.
Checklist: what your monitor / tv declaration must contain
- Model exactly as on the rating label, listing each screen size and variant covered
- Name and postal address of the manufacturer (and of the authorised representative, if appointed)
- The statement that the declaration is issued under the sole responsibility of the manufacturer
- Low Voltage Directive 2014/35/EU and EMC Directive 2014/30/EU, or the Radio Equipment Directive 2014/53/EU instead for smart TVs and monitors with Wi-Fi or Bluetooth
- RoHS Directive 2011/65/EU
- Ecodesign: Directive 2009/125/EC and Commission Regulation (EU) 2019/2021 on electronic displays
- The harmonised standards applied, with versions
- Place and date of issue, name and function of the signatory, and the signature
Which EU legislation applies
| Legislation | Applies? | In the DoC? | Notes |
|---|---|---|---|
| Low Voltage Directive2014/35/EU | Applies | In the DoC: Yes | Mains-powered displays and those supplied with a mains adapter. A portable monitor powered only over USB-C is below 75 V DC; its adapter, if supplied, is covered separately. Not cited separately where RED applies. |
| EMC Directive2014/30/EU | Applies | In the DoC: Yes | Emission and immunity for multimedia equipment. Not cited separately where RED applies. |
| Radio Equipment Directive2014/53/EU | Depends on model | In the DoC: Yes | Smart TVs and monitors with Wi-Fi or Bluetooth. RED then covers safety, EMC and radio, and internet-connected models must also meet Delegated Regulation (EU) 2022/30 on cybersecurity since 1 August 2025; a smart TV usually processes personal data as well. |
| RoHS Directive2011/65/EU | Applies | In the DoC: Yes | Restriction of hazardous substances in electrical and electronic equipment. |
| Ecodesign for electronic displaysDirective 2009/125/EC + Regulation (EU) 2019/2021 | Applies | In the DoC: Yes | Covers televisions, monitors and digital signage displays with a screen area above 100 cm². Requirements on on-mode power, standby and networked standby, automatic brightness control, material efficiency (disassembly, spare parts, software updates) and product information. |
| Energy labelling of electronic displaysDelegated Regulation (EU) 2019/2013 | Applies | In the DoC: No | The A–G energy label (with separate SDR and HDR classes) supplied with every unit and shown in every online listing, and registration in the EPREL database before the display is placed on the market. Not part of the declaration of conformity. |
| Cyber Resilience Act(EU) 2024/2847 | Applies | In the DoC: No | Smart TVs and connected monitors are products with digital elements: vulnerability reporting from 11 September 2026 and full requirements, with CE marking under the CRA, from 11 December 2027. |
| WEEE Directive2012/19/EU | Applies | In the DoC: No | Producer registration in every EU country where you sell and the crossed-out wheeled bin symbol. |
Typical harmonised standards
A harmonised standard gives presumption of conformity only in the version cited in the Official Journal of the EU. Always check the current list for each directive before you issue or update a declaration (European Commission: harmonised standards); the versions below are the ones commonly used at the time of writing, and the right selection depends on your product.
Safety
- EN 62368-1Audio/video, information and communication technology equipment — safety (the LVD list cites the 2014 edition; the current edition is EN IEC 62368-1:2024 + A11:2024)
EMC
- EN 55032:2015 + A11:2020Electromagnetic compatibility of multimedia equipment — emission requirements
- EN 55035:2017 + A11:2020Electromagnetic compatibility of multimedia equipment — immunity requirements
- EN 61000-3-2:2014 and EN 61000-3-3:2013Harmonic currents and flicker
Smart TVs and monitors (RED)
Versions shown are cited under RED in Implementing Decision (EU) 2022/2191 as amended; for EN 301 489-1 use the version listed in the Official Journal.
- ETSI EN 300 328 V2.2.22.4 GHz Wi-Fi and Bluetooth
- ETSI EN 301 893 V2.2.15 GHz RLAN
- ETSI EN 301 489-1 and EN 301 489-17 V3.3.1EMC standard for radio equipment — wideband data transmission systems
- EN 18031-1:2024 and EN 18031-2:2024Cybersecurity and data protection for internet-connected radio equipment (cited with restrictions)
Hazardous substances (RoHS)
- EN IEC 63000:2018Technical documentation for the assessment of electrical and electronic products with respect to the restriction of hazardous substances

Common mistakes in monitor / tv declarations
No energy label in online listings
Displays need the energy label and the product information sheet in every online offer, and an EPREL registration before they are sold. Missing labels are one of the most common marketplace findings for monitors.
Regulation (EU) 2019/2021 is missing
The display ecodesign regulation carries CE marking obligations, so it belongs in the declaration together with Directive 2009/125/EC. The old TV Regulation (EC) No 642/2009 is no longer cited.
Smart TV declared under LVD and EMC
A TV with Wi-Fi or Bluetooth is radio equipment: RED applies instead, with the radio standards and the cybersecurity requirements since 1 August 2025.
Standby and auto-brightness not set as required
Default settings, standby power and automatic brightness control are tested by market surveillance against the declared values and the regulation's limits.
Spare parts and update obligations ignored
Regulation 2019/2021 requires spare parts, repair information and security and firmware updates to be available for defined periods. Plan for them before launch.
What you need besides the declaration
- EPREL and the energy label
- Register each model in EPREL, supply the label with every unit, and show it with the product information sheet in every listing.
- Technical documentation
- Safety, EMC or radio test reports, ecodesign measurements, cybersecurity assessment for smart models, and RoHS documentation. Keep it for 10 years.
- Economic operator in the EU
- An importer, authorised representative or responsible person established in the EU (Article 4 of Regulation (EU) 2019/1020).
