EU Declaration of Conformity for Keyboards and Mice: requirements and checklist
By Ing. Jaroslav Křepelka, Owner, DoC solutions s.r.o. · Updated 18 October 2026
In short: A wired USB keyboard or mouse is declared under the EMC Directive 2014/30/EU and the RoHS Directive 2011/65/EU; a wireless one under the Radio Equipment Directive 2014/53/EU and RoHS instead. Keyboards and mice are on the RED common charger list, so wireless models that charge by cable need a USB-C port since 28 December 2024.
Keyboards and mice are low-voltage products, so the Low Voltage Directive never applies to them, but which directive does apply depends on whether they are wired or wireless. Wireless models also fall under the EU common charger rules, which name keyboards and mice explicitly.
This page covers wired and wireless keyboards, mice, keyboard-and-mouse sets and gaming peripherals with a USB receiver or Bluetooth.
Checklist: what your keyboard / mouse declaration must contain
- Model exactly as on the device, covering the keyboard, the mouse and the USB receiver of a set, and each layout variant
- Name and postal address of the manufacturer (and of the authorised representative, if appointed)
- The statement that the declaration is issued under the sole responsibility of the manufacturer
- Wired models: EMC Directive 2014/30/EU. Wireless models: Radio Equipment Directive 2014/53/EU (without citing the EMC Directive separately)
- RoHS Directive 2011/65/EU
- The harmonised standards applied, with versions
- Place and date of issue, name and function of the signatory, and the signature
Which EU legislation applies
| Legislation | Applies? | In the DoC? | Notes |
|---|---|---|---|
| EMC Directive2014/30/EU | Depends on model | In the DoC: Yes | Wired keyboards and mice. Not cited separately for wireless models, where RED covers EMC. |
| Radio Equipment Directive2014/53/EU | Depends on model | In the DoC: Yes | Wireless keyboards, mice and their USB receivers (2.4 GHz or Bluetooth). Keyboards and mice are listed in Annex Ia, so those that can be recharged by cable must have a USB-C receptacle, support USB Power Delivery above 15 W, carry the charger pictogram and be offered without a charger, since 28 December 2024. |
| Cybersecurity delegated actDelegated Regulation (EU) 2022/30 | Depends on model | In the DoC: Yes | Applies to radio equipment that can itself communicate over the internet, directly or via other equipment. Assess and document this for your product: a device with companion software, cloud profiles or over-the-air updates through an app needs a closer look than a plain receiver-and-device pair. |
| Low Voltage Directive2014/35/EU | Usually not | In the DoC: No | USB and battery supply are far below 75 V DC. Safety is covered by RED Article 3(1)(a) for wireless models and by the General Product Safety Regulation for wired ones. |
| RoHS Directive2011/65/EU | Applies | In the DoC: Yes | Restriction of hazardous substances in electrical and electronic equipment. |
| Batteries Regulation(EU) 2023/1542 | Applies | In the DoC: No | For built-in rechargeable batteries and for supplied AA or AAA cells: marking and producer registration, and from 18 February 2027 the end-user removability requirement of Article 11 for built-in batteries. |
| WEEE Directive2012/19/EU | Applies | In the DoC: No | Producer registration in every EU country where you sell and the crossed-out wheeled bin symbol. |
Typical harmonised standards
A harmonised standard gives presumption of conformity only in the version cited in the Official Journal of the EU. Always check the current list for each directive before you issue or update a declaration (European Commission: harmonised standards); the versions below are the ones commonly used at the time of writing, and the right selection depends on your product.
EMC (wired models, and as evidence under RED)
- EN 55032:2015 + A11:2020Electromagnetic compatibility of multimedia equipment — emission requirements
- EN 55035:2017 + A11:2020Electromagnetic compatibility of multimedia equipment — immunity requirements
Radio (wireless models)
Versions shown are cited under RED in Implementing Decision (EU) 2022/2191 as amended; for EN 301 489-1 use the version listed in the Official Journal.
- ETSI EN 300 328 V2.2.2Wideband transmission systems in the 2.4 GHz band (proprietary 2.4 GHz, Bluetooth)
- ETSI EN 301 489-1 and EN 301 489-17 V3.3.1EMC standard for radio equipment — wideband data transmission systems
- EN 62479Compliance of low-power equipment with the basic restrictions on human exposure to electromagnetic fields
Safety and charging
- EN 62368-1Audio/video, information and communication technology equipment — safety (the LVD list cites the 2014 edition; the current edition is EN IEC 62368-1:2024 + A11:2024)
- EN IEC 62680-1-3USB Type-C cable and connector specification, referred to in RED Annex Ia
Hazardous substances (RoHS)
- EN IEC 63000:2018Technical documentation for the assessment of electrical and electronic products with respect to the restriction of hazardous substances

Common mistakes in keyboard / mouse declarations
Micro-USB or a proprietary port on a rechargeable wireless model
Keyboards and mice are on the common charger list in RED Annex Ia. Rechargeable wireless models placed on the market since 28 December 2024 need a USB-C port.
The Low Voltage Directive is cited
A keyboard or mouse runs on USB or battery power, far below the LVD range. Citing it shows the declaration was copied from a template.
Wireless set declared under the EMC Directive
A wireless keyboard, mouse or USB receiver is radio equipment. RED applies instead, with the radio standards, and covers EMC as well.
The USB receiver is not identified
The receiver is radio equipment too. Its model belongs in the declaration and its radio test evidence in the technical file.
Charger pictogram and information missing
Rechargeable radio keyboards and mice must show whether a charger is included and state the charging power requirements, under RED Annex Ia.
What you need besides the declaration
- Technical documentation
- EMC or radio test reports, the safety assessment, battery data and RoHS documentation, plus the cybersecurity assessment for wireless models. Keep it for 10 years.
- Marking and instructions
- CE marking, crossed-out wheeled bin, model and manufacturer details, the charger pictogram for rechargeable radio models, and safety and battery information in the local language.
- Economic operator in the EU
- An importer, authorised representative or responsible person established in the EU (Article 4 of Regulation (EU) 2019/1020).

Frequently asked questions
Does a wired keyboard need CE marking?
+
Yes. It falls under the EMC Directive and the RoHS Directive, both of which require an EU declaration of conformity and the CE marking. The Low Voltage Directive does not apply.
Do wireless mice need a USB-C port?
+
Yes, if they can be recharged by cable. Keyboards and mice are listed in Annex Ia of the Radio Equipment Directive, which requires a USB-C receptacle since 28 December 2024.
Do keyboards have to meet the RED cybersecurity requirements?
+
Only radio equipment that can itself communicate over the internet, directly or via other equipment, must meet Article 3(3)(d). Assess it for your product and keep the reasoning in the technical file.
What does MyCECheck check on a keyboard or mouse declaration?
+
Whether EMC or RED is cited correctly for the wired or wireless version, the radio and EMC standards and versions, the USB-C and charger obligations, the identification of the receiver and the economic operator. Written report within 48 hours.
