EU Declaration of Conformity for Electric Blankets and Heating Pads: requirements and checklist

By Ing. Jaroslav Křepelka, Owner, DoC solutions s.r.o. · Updated 29 October 2026

In short: A mains-powered electric blanket or heating pad is declared under the Low Voltage Directive 2014/35/EU, the EMC Directive 2014/30/EU and the RoHS Directive 2011/65/EU, with EN 60335-1 and EN 60335-2-17 as the safety standards. USB and battery-heated pads, scarves and clothing are below the LVD voltage range, so their safety falls under the General Product Safety Regulation, while EMC and RoHS still require a declaration.

Electric blankets and heating pads are in direct contact with the body for hours, often while the user sleeps, which is why their safety standard is strict about overheating, insulation and controls. They are a regular target of winter market surveillance campaigns and recalls.

This page covers under- and over-blankets, heated throws, heating pads, foot warmers and heated clothing, both mains-powered and USB or battery-powered.

Checklist: what your electric blanket / heating pad declaration must contain

  • Model of the blanket or pad and of the controller, as marked on each, with sizes and variants covered
  • Name and postal address of the manufacturer (and of the authorised representative, if appointed)
  • The statement that the declaration is issued under the sole responsibility of the manufacturer
  • Low Voltage Directive 2014/35/EU for mains-powered products
  • EMC Directive 2014/30/EU and RoHS Directive 2011/65/EU
  • The harmonised standards applied, with year and amendments
  • Place and date of issue, name and function of the signatory, and the signature

Typical harmonised standards

A harmonised standard gives presumption of conformity only in the version cited in the Official Journal of the EU. Always check the current list for each directive before you issue or update a declaration (European Commission: harmonised standards); the versions below are the ones commonly used at the time of writing, and the right selection depends on your product.

Electrical safety

For USB and battery products these standards do not give presumption of conformity under the LVD, but they are the accepted evidence of safety under GPSR.

  • EN 60335-1:2012 + A11:2014 + A13:2017 + A1:2019 + A14:2019 + A2:2019 + A15:2021Household and similar electrical appliances — safety — general requirements
  • EN 60335-2-17:2013 + A11:2019 + A1:2020 + A2:2021Particular requirements for blankets, pads, clothing and similar flexible heating appliances
  • EN 62233:2008Electromagnetic fields of household appliances with regard to human exposure

EMC

  • EN 55014-1:2017 + A11:2020EMC requirements for household appliances — emission
  • EN 55014-2:1997 + A1:2001 + A2:2008EMC requirements for household appliances — immunity

Hazardous substances (RoHS)

Common mistakes in electric blanket / heating pad declarations

  1. Overheating protection not demonstrated

EN 60335-2-17 requires protection against overheating, including when the blanket is folded or bunched. Missing or ineffective thermal protection is the main reason for recalls.

  2. Washing and folding instructions missing

The standard requires specific instructions and markings on washing, drying, storage and inspection. Many imported blankets lack the required label on the blanket itself.

  3. Warnings for children and vulnerable users missing

The instructions must warn against use by young children and by people insensitive to heat, in the language of the country of sale.

  4. The controller is not identified

The detachable controller is part of the product; its model belongs in the declaration and in the test evidence.

  5. No declaration for USB-heated products

USB heating pads and heated clothing are outside the LVD, but EMC and RoHS still require a declaration and the CE marking, and their safety must be shown under GPSR.

What you need besides the declaration

Technical documentation
Safety test reports against EN 60335-2-17 including overheating tests, EMC reports for the controller, and RoHS documentation. Keep it for 10 years.
Marking and instructions
CE marking, ratings and the permanent label on the blanket with washing and safety symbols, and detailed safety instructions in the local language.
Economic operator in the EU
An importer, authorised representative or responsible person established in the EU (Article 4 of Regulation (EU) 2019/1020).
