EU Declaration of Conformity for Hair Dryers and Hair Styling Appliances: requirements and checklist

Hair dryers, straighteners and curling irons are classic household appliances: mains voltage, a heating element, a motor and use near water. The Declaration of Conformity rests on the Low Voltage and EMC Directives, with EN 60335-2-23 as the product-specific safety standard.
This page covers hand-held appliances for hair care, including ionic dryers, hot-air brushes and cordless straighteners with a mains charger.
Checklist: what your hair dryer declaration must contain
- Model exactly as on the rating label, with each voltage or plug variant covered
- Name and postal address of the manufacturer (and of the authorised representative, if appointed)
- The statement that the declaration is issued under the sole responsibility of the manufacturer
- Low Voltage Directive 2014/35/EU and EMC Directive 2014/30/EU
- RoHS Directive 2011/65/EU
- Ecodesign: Directive 2009/125/EC and Regulation (EU) 2023/826 on off mode, standby and networked standby
- The harmonised standards applied, with year and amendments
- Place and date of issue, name and function of the signatory, and the signature

Typical harmonised standards
A harmonised standard gives presumption of conformity only in the version cited in the Official Journal of the EU. Always check the current list for each directive before you issue or update a declaration (European Commission: harmonised standards); the versions below are the ones commonly used at the time of writing, and the right selection depends on your product.

Common mistakes in hair dryer declarations
Wrong part 2 standard
Hair dryers, straighteners and curling irons are covered by EN 60335-2-23 (skin and hair care). Declarations sometimes cite part 2-45 (heating tools) or only the general part EN 60335-1.
Missing bathroom and water warnings
EN 60335-2-23 requires a warning against use near water on the appliance itself and in the instructions. Missing or untranslated warnings are a frequent market surveillance finding.
Harmonics and flicker not tested
A 2000 W dryer with phase control can exceed EN 61000-3-2 and EN 61000-3-3 limits. EMC reports covering only emission and immunity are incomplete.
EMF assessment missing
EN 62233 applies to appliances used close to the body; without it the LVD's requirement on electromagnetic fields has no evidence.
Standby regulation not cited
Regulation (EU) 2023/826 lists appliances for hair drying in its Annex II. Declarations that cite only LVD, EMC and RoHS, or still refer to the repealed Regulation (EC) No 1275/2008, are incomplete.
Plug and voltage variants not identified
Versions for different plug systems or dual voltage must be identified and covered by the tests.
What you need besides the declaration
- Technical documentation
- Test reports against EN 60335-1 and EN 60335-2-23 (abnormal operation, temperature rise, moisture), EMC and EMF reports, critical component list (thermal cut-outs, cord, plug) and RoHS documentation. Keep it for 10 years.
- Marking and instructions
- CE marking, crossed-out wheeled bin, rated voltage and power, model, manufacturer name and contact address, and the required water warnings on the appliance and in the instructions, in the local language.
- Economic operator in the EU
- An importer, authorised representative or responsible person established in the EU (Article 4 of Regulation (EU) 2019/1020).
