What happens after customs suspend release
Day 0
Customs suspend the release for free circulation and notify the market surveillance authority (Regulation (EU) 2019/1020, Article 26).
Within 4 working days
If the authority does not ask customs to maintain the suspension, the goods are released once the other formalities are met (Article 27). The authority may also ask you for documents.
If the authority keeps them
It assesses the product. If it finds it non-compliant or dangerous, it prohibits placing it on the market and customs refuse release (Article 28).
The usual reasons, and how to fix them
No EU economic operator named on the product, packaging or documents
Appoint an importer, authorised representative or fulfilment service provider in the EU and add their name and postal address.
Declaration of Conformity missing, unsigned or for a different model
Issue a declaration for exactly this model, signed by the manufacturer, listing the right legislation and standards.
A test report or "CE certificate" instead of a declaration
Keep the report as evidence, but provide the manufacturer's EU Declaration of Conformity.
Missing or misleading CE marking or labels
Correct marking on the product, plus the WEEE and battery symbols and instructions in the local language where required.

If the market surveillance authority does not ask customs to maintain the suspension within four working days, the goods are released once the other formalities are met. If it does, they stay held until the authority decides.
Is a missing EU address really enough to stop a shipment?

Yes. A missing or unidentifiable EU economic operator is one of the explicit grounds for suspension in Article 26 of Regulation (EU) 2019/1020.
